Bio

Captain James Hwang joined the Los Angeles Police Department in 1997. Over the course of over two decades, he has worked a wide variety of divisions as a Police Officer including Wilshire Division, Southwest Division, and Central Division.

At the rank of a Police Officer, his assignments included Patrol, Special Enforcement Detail – Gangs, Field Training Officer, and Gang Enforcement Detail. He was appointed as an instructor at the Academy and was a Team Leader in the Tactics Training Unit. He was also an instructor in the Physical Training/Self Defense Unit, along with the Arrest and Control Unit.

In 2012, he was promoted to the rank of Sergeant. He was assigned as a field supervisor and also the Officer in Charge (OIC) of the Street Crimes Unit in Pacific Division. Other assignments as a Sergeant included Criminal Investigation Division and Internal Affairs Division.

In 2017, he was promoted to the rank of Lieutenant. He was first assigned as the Watch Commander in the Olympic Division. He then worked as the OIC of the Categorical Review Section at the Critical Incident Review Division. He later became the OIC of the Emergency Management Section, Emergency Services Division.

In 2022, he was promoted to the rank of Captain and was assigned as the Commanding Officer of Olympic Patrol Division. In 2023, Captain Hwang was promoted and assigned as the Commanding Officer of Juvenile Division. He also served as the Acting Commanding Officer of COMPSTAT Division. In 2024, Captain Hwang was assigned as the Assistant Commanding Officer of Training Division, overseeing Department training and the development of tactics, policies, and procedures, where he currently remains. Captain Hwang was also assigned as the Acting Director of Police Training & Education.

Captain Hwang is active in law enforcement activities and is a lifetime member of the Peace Officers Association of Los Angeles County. He is also a member of the National Tactical Officers Association and the International Association of Chiefs of Police.

Captain Hwang was born in Washington and moved to California when he was a young child. He graduated from the University of California at Los Angeles with a Bachelor of Arts Degree in Psychology.

Captain Hwang enjoys reading, athletic activities, and spending time with his wife and child. Living in Los Angeles County for over three decades, he is passionate about serving the people of the City of Los Angeles.
